In 2019, the California Department of Transportation (Caltrans) conducted a study to investigate the tools and data needed to support the development of a standardized system to gather all TIM data and report on the three national TIM performance measures statewide. As part of this study, Caltrans evaluated the TIM data systems and data collection practices of peer agencies by conducting an online survey of 21 state DOTs and one state highway patrol. Collected information included performance measures, data sources, data formats, and specific state practices. The report concluded with next steps for Caltrans, which primarily recommended conducting further documentation of reviews and conversations with peer agencies. 1
