NCHRP 07-20 Guidance for Implementation of TIM Performance Measurement provides guidance on the consistent use and application of TIM performance measures in support of the overall efforts of TIM program assessment. The guidance incudes an in-depth discussion surrounding the development, implementation, and application of a model TIM performance measurement database. This includes a dictionary of data elements, a model database schema, database scripts, and example analyses of performance objectives or strategic questions. 1
