This report was published in 2011 and followed upon the work presented in NCFRP Report 9. It identified that in order for a freight performance measurement to be successful, there is a need for a system architecture that addresses data protocols, common definitions, and taxonomies, as well as agreed upon reporting cycles, quality control, quality improvement processes, and a common consensus among users. 1
